Someone has REMOVED a CROSS and FLOWERS left on my friends unmarked grave and the CITY won't let me put a marker there until someone PAYS for the funeral. We are of very limited income and can not afford these things. The person died without any family left and the CITY won't let us mark her grave....PITYFUL!!
